Description
The training course begins with an extensive discussion of the design phase of the works, examining the levels of design pursuant to the Public Contracts Code, also in relation to the procedures for the location of public works, the different types of assignment for the design and the relevant methods of assignment. A specific focus is dedicated to the digitalisation of public works contracts, with particular reference to the implementation of Building Information Modeling (BIM), an increasingly central tool in the modern management of public works. The course then addresses the discipline of qualification of the works contractor, examining the various possible forms for participation in tenders (ordinary consortia, temporary groupings, companies adhering to the network contract) and their peculiarities, the qualification system of economic operators in the field of works contracts, with an in-depth analysis of SOA certifications and the key principles of the "single qualification system". The lessons also focus on the executive phase of the works contract, analyzing the roles and functions of the RUP, the works manager and the other actors involved, the regulations on safety in the workplace, the revision of prices (also taking into account of the special rules on material cost compensation), subjective modifications of the contractor, subcontracting, reserves and testing. Finally, specific lessons are dedicated to the discipline of works involving cultural heritage and deductible urbanization works.
